Quality Assurance in Instruction and its Role in Promoting Sustainable Development in Selected State Colleges and Universities in Northern Luzon

This study explores the impact of quality assurance (QA) practices in instruction on sustaining instructional quality and promoting institutional development in state colleges and universities (SUCs) in Northern Luzon, Philippines. Despite significant efforts by the Commission on Higher Education (CHED) to implement standardized QA frameworks, institutions continue to face challenges, including limited resources, insufficient faculty training, and resistance to change, hindering the full implementation of these practices. The study uses a descriptive-correlational research design and surveys 150 faculty members and academic administrators across three SUCs. Key findings indicate that QA practices, including curriculum design, faculty development, and instructional assessment, are largely implemented, with 93.33% of respondents affirming alignment with CHED standards. However, challenges such as insufficient funding (78.67%), lack of faculty training (74.67%), and resistance to change (70%) remain significant barriers. Statistical analysis reveals that QA practices have a strong positive correlation with both instructional quality (r = 0.68, p < 0.001) and institutional development (r = 0.61, p < 0.001), indicating that as QA practices improve, so do teaching effectiveness and overall institutional performance. The regression model further confirms that QA practices predict 46% of the variance in instructional quality and 37% in institutional development (p < 0.001). These results underscore the importance of strengthening QA systems to improve teaching outcomes and institutional growth. The study proposes practical strategies, including enhanced faculty development programs, increased stakeholder involvement in curriculum development, and greater technological integration in teaching, all of which are crucial for achieving sustainable development in higher education.
