This study assessed the basic mathematics literacy skills of Grade 3 learners in Cabiao, Nueva Ecija as a basis for developing a Mathematics Literacy Enhancement Program. The study employed a descriptive quantitative research design using a validated assessment instrument. Data gathered were analyzed using the weighted mean. Findings revealed that the learners demonstrated a Very High level of mathematics literacy skills across all assessed domains. Foundational understanding and numeracy skills obtained the highest weighted mean, indicating strong mastery of fundamental mathematical concepts and numerical competencies. In contrast, problem-solving skills obtained the lowest weighted mean among the three domains, although it remained within the Very High level. The findings suggest that learners possess strong mathematics literacy skills and are capable of applying mathematical concepts effectively. Based on the results, a Mathematics Literacy Enhancement Program focusing on problem-solving was developed to sustain and further strengthen learners’ critical thinking, analytical reasoning, and mathematical performance while maintaining their very high level of mathematics literacy.
